How to Get Court Records
Begin with the Kansas District Court Public Access Portal. It is the fastest way to pin down a Thomas County case. That includes its case number. Keep expectations modest, though. The portal shows public case information. It does not promise that every filed document is downloadable. When a page you need is not online, try the courthouse public computer. Or call the Clerk of the District Court for Thomas County.
- Search the statewide portal by exact case number or a supported name field and select Thomas County.
- Write down the case number, type, filing year, and exact document or date range needed.
- Check the public terminal at the Thomas County Justice Center for lawful material unavailable online.
- Submit a written request to the district clerk by mail, hand delivery, email, or the Kansas Open Records Request Form.
- Ask for a plain or certified copy and state the preferred pickup, electronic, mail, or fax delivery method.
- Review the custodian's estimate and pay required fees before release.
Call 785-460-4540 to confirm where a request should go. A written request still works best, since it states plainly what you want. Mail it or hand-deliver it to 275 N Court Ave, Colby, KS 67701. County-government records are a different job entirely. Those sit with the Thomas administrative county clerk at 300 N Court Ave, not with the district case file.
Thomas Docket Index Versus File
Think of case information as the index layer. It may list the number, case type, public participants, attorneys, assigned judge, hearing dates, status, and the register of actions. The court record is the file behind that index. That file holds pleadings, motions, orders, judgments, exhibits, and other documents the court retains. So a docket entry you can see does not guarantee the document itself is available remotely.
The official Kansas portal interface displays the search controls for this index layer. It is assigned here to Thomas County court records.

Those controls matter. Pick Court, Search Type, and Search Term with care, because the interface is a finding tool and nothing more. A certified Thomas County court record has to come from the custodian, never from a browser printout.
Types of Court Records
A Thomas County district file grows in stages. What it holds shifts as the case moves. Access hinges on the case category, the specific document, redaction rules, and any sealing order in force. Name the exact item you want. That helps the clerk tell a short copy request apart from a broad file review.
- Docket or register of actions showing the chronological public event index
- Complaint, petition, information, answer, motion, or other filed pleading
- Order, judgment, disposition entry, or other court ruling
- Public exhibit or attachment retained in the file
- Certified copy authenticated by the records custodian
- Transcript or request to listen to an electronic court recording
A motion is a request, not a ruling. It shows that someone asked for relief, and only the related order or later docket events show what the court decided. Exhibits can still carry redactions or access limits even when the case index itself is public.
Specify a Thomas Record Request
Give the custodian enough detail to find the file without guessing. List your name and a contact route. Add the case number if you have it. Include the filing year, case type, document title, and any relevant date. Say whether you want an electronic copy, pickup, mail, or fax. Want certification? Say so before the estimate is prepared.
The Kansas Open Records Request Form covers court selection, name, address, phone, fax, email, delivery preference, a record description, signature, and date. It carries a noncommercial-use certification tied to K.S.A. 45-230 plus space for the custodian's reproduction-cost estimate. A requester can also ask the custodian to name the statute or rule behind a denial. It works for redactions too.
Best request detail: Give the Thomas case number, exact document, event date or range, copy type, and delivery choice.
What a Court Record Contains
A full Thomas County file can hold documents that explain the short labels in the register of actions. Match your request to what you actually need rather than asking for everything at once.
| Caption and case number | Identifies the court matter and links the document to its docket. |
|---|---|
| Filed stamp | Shows when the clerk accepted the document into the record. |
| Party or counsel information | Identifies public filers or attorneys, subject to redaction and access rules. |
| Claims or charges | States allegations or counts; an allegation is not a finding. |
| Motion and response | Records what a party asked the court to do and any filed opposition. |
| Order or judgment | Shows the court's action, result, or direction in the signed document. |
| Certification | Authenticates a copy when the clerk provides a certified document. |
The docket can point you to the date and title of the right filing. For number formats, the full Thomas County case search walks through the newer TH-2022-CR-000001 style as an example. It also covers how to track down older numbers that lack a county prefix.
Thomas Records Response Window
The 15th Judicial District promises a response to court-record requests within 72 hours. Kansas law sets its own clock at K.S.A. 45-218: act as soon as possible. No reply may come later than the end of the third business day after receipt. But a response is not always production. It might be a fee estimate, a clarification question, a delay notice, or a denial citing an exemption. It might simply be word that the records are ready.
Big or vague requests take longer to prepare. Give the clerk a clear case number and a document list. That keeps the estimate realistic. If your request lands with the wrong custodian, K.S.A. 45-218 requires notice and, when known, the correct custodian's name and location. That is why district court files go to the district clerk. Thomas County administrative records go to the county clerk.
Note: Plan around a response window. It is not a guaranteed three-day delivery of every Thomas County court record.
Certified Copies and Fees
The 15th Judicial District records page posts separate charges for copying, certification, delivery, and staff preparation. Payment comes before release. When third-party help is required, outside electronic-review charges may be added too.
| Item | Published amount |
|---|---|
| Paper copy | $0.25 per page |
| Certified document | $10 per document |
| $0.50 for first five pages; $0.25 for each additional five pages | |
| Fax | $0.50 per page, maximum 15 pages |
| Custodian or clerical preparation | $20 per hour in quarter-hour increments |
| Professional preparation | $60 per hour in quarter-hour increments |
A plain copy and a certified copy are not the same thing. Certification authenticates the copy, yet it lifts no seal, exemption, or redaction. Ask for a current estimate before sending payment, especially if preparation or delivery charges could apply.
Thomas Portal Agreement Limits
Thomas County dockets reach readers remotely through one gateway, and that gateway has rules. The official Kansas public-portal agreement lays out the terms for anyone pulling case information from the state courts online.

A printout from the portal is handy but not certified. For anything that matters in a Thomas County case, check the official court record with the clerk before you rely on it.
Thomas County Transcript Requests
Transcripts run on their own 15th District track under Administrative Order 24-5. Two forms start the process. You file a Request for Transcript of Court Record. The Order for Transcript of Court Record is separate. Submit them together. The district supplies the paperwork for domestic, child-in-need-of-care, and criminal matters. Poverty affidavits come in English and Spanish. Court-appointed counsel in felony indigent cases gets directed to BIDS forms.
Plan on prepayment for most transcript orders. The district estimates the pages by multiplying recording minutes by 0.75 and adding a cover and certificate page. That figure is then multiplied by $3.50 per page. Every transcript carries those cover and certificate pages. Prefer hearing the audio? Submit the Request to Listen to Recording form to the clerk in the county where the case was filed.
A transcript is not a docket sheet, so do not order one like it is. State the case number and the date of the proceeding. The court then decides the form, the availability, the estimate, and any exception to prepayment.
Public Access and Sealed Records
Kansas Supreme Court Rule 22 splits public access into two levels. One is the internet portal. The other is the courthouse terminal. The terminal shows more. Some lawful public records sit only on that courthouse computer, including certain converted pre-Odyssey documents that never reach the web. Parties and attorneys get their own access rules.
Kansas access rules: K.S.A. 45-218 governs inspection and response; K.S.A. 45-219 addresses copies and fees; K.S.A. 45-221 lists exemptions. Rule 22 governs court-record access tiers.
Sealed means sealed. Adoption records and certain criminal investigations are off limits. Expunged criminal records are too. So are most juvenile and child-in-need-of-care files and grand-jury proceedings. Family, mental-health, search-warrant, inquest, guardianship, and some converted categories can face limits on the web or in full. A missing file proves nothing about whether a record exists.
Thomas County Records Clerk
District Court cases in Thomas County live with the district clerk. The court's public page names Kim as Chief Clerk. Autumn, Jennifer, and Landon serve as deputy clerks. No surname appears for Kim, so none should be inferred. Desk hours and mail routes can change. Call the clerk's office before you go to confirm both.
